Research On The Master Planning For Underground Space In Beijing

In 21 st century, Beijing has paid more attention to the development and utilization of underground space. In 2004, after finishing the first version of “The Master Planning for Underground Space” in Beijing, the quantity of development and utilization of underground space are increasing rapidly. Comparing to advanced domestic and foreign experience, however, there are still many problems of the development and utilization of underground space in Beijing.In this paper, the author starts with summarizing and analyzing of making process and implementation of Master Planning for underground space of Beijing in 2004,then based on research domestic and foreign experiences in the utilization of underground space and the cases of the master planning for underground space, pointing out three main problems in current situation of underground space utilization in Beijing. The first one is planning problem, which lead to disorder construction; the second one is design problem, which lead to not convenient to use; the third one is management problem, which lead to unsuitable utilization. In the same time, the author points out four main reasons after analyze the problems, including defective laws and regulations, imperfect system and mechanism, absence of main technical standards and imperfection planning formulation.By starting with the root of the problems,drawing lessons from domestic and foreign advanced experience and also considering the new alteration requirements of the new master plan of Beijing, this paper presents four advices on the compiling of master planning for underground space in Beijing:(1) Narrow down planning scope: The scope should focus on small-and-specific areas, and start planning formulation from the areas with clear rights and responsibilities.(2) Change planning principle: stress both formulation and implementation, and providing clearer and detailing planning implementation measures and requirements.(3) Adjust planning contents: blind upper and lower level, not only stress on planning strategies but also on the guidance of important area and main nodes guidance.(4) Perfect planning methods: strength analyze of current situation, set reasonable goals, strengthen environmental impact evaluation, controlling vertical hierarchy, guiding reasonable Historic Centre and new towns planning, enhancing important special planning and making feasible implementation policies.At last, the study also pointed out: during the follow-up work, research and formulation of law and regulation, system and mechanism of underground space should be strength, only in this way can guarantee scientific and seriousness of master plan of underground space, and have planning implementation done perfectly.
