To ensure urban safety is an important basis for the healthy development of society.However,the lack of disaster prevention and mitigation function has become a significant feature of Chinese cities under the new normal.In the 2016 national comprehensive disaster prevention and mitigation plan(2016-2020),it is emphasized to strengthen the city’s capacity of disaster prevention and mitigation and emergency response during the 13 th Five Year Plan period.In 2020,novel coronavirus induced public health emergencies further aroused the appeal of all sectors of society for the construction of "resilient city".The concept of "disaster prevention and resilient city" is based on the branch concept of "resilient city" from the perspective of disaster prevention and mitigation.Its core idea of active response to disasters provides a new way for cities to respond to disasters.Underground space,as an important supplement of urban space resources for a long time,alleviates the real problems such as the lack of urban resources and the deterioration of human settlements environment,and is one of the important ways to improve the urban resilience.In 2016,The 13 th Five Year Plan for the Development and Utilization of Urban Underground Space proposed that public security is the principle for the development and utilization of urban underground space.The research on disaster reduction ability of underground space in academic circles has achieved considerable results.It can be seen that in recent years,underground space plays an increasingly important role in urban disaster prevention and mitigation.Therefore,understanding the integration point of the concept of "resilient city" and the planning and construction of underground space is an important basis for the city to expand into the underground space and ensure the safe development of the city.At present,there have been many researches on underground space from the perspective of disaster prevention in China,but there are few researches on active planning of underground space to enhance the resilience of urban,which is also the starting point and innovation point of this paper.This paper is divided into five chapters:Chapter 1 is the introduction,which introduces the background,purpose and significance of study,definition and discrimination of concepts,methods and technical routes of study.Chapter 2 is a study of related theory and case.First of all,it combs the relevant concepts and theories of the concept of "resilient city",and reexamines the relevant theories of underground space layout and the practice cases of China from the perspective of the whole process of disaster response in the concept,and summarizes the existing underground space layout theories and practices under the concept of "resilient city".Chapter 3 is analysis of the characteristics of resilience in traditional layout methods.First of all,the basic concepts and development process of China’s underground space master plan are explained,then the overall layout method and special layout method are systematically combed from the perspective of the whole process of system response in the concept of "resilient city",and the characteristics are comprehensively analyzed to determine that the key points traditional layout method to further improvement in the whole process of city response to disasters.In Chapter 4 and Chapter 5,based on the above conclusions,the general layout method and special layout method based on the whole process of disaster response are proposed.Finally,the above layout methods are applied to the master plan of underground space in the main area of Zhangjiakou City,and the existing problems in the original layout are pointed out.In order to provide useful reference for the related practice of the master plan of underground space in China.
