The Green Belts have been planned and built for more than five decades in Beijing. With the expansion of the central city district, the inner ring of the Green Belts has evolved into urban parks, while the outer ring of the Green Belts is turning into a significant region to guide the formation of Beijing?s spatial structure. Most of the built-up lands in Green Belts are collectively owned by villages, and thus the control, development and reservation of them matter a lot for the realization of true green spaces in Green Belts.Methods for analyzing the villages in the outer ring of Green Belts consist of three parts. First, it looks back into the planning policies of Green Belts, whose implementation process is analyzed and summarized. The diverse measures concluded from the implementation of the inner ring of Green Belts have provided a guarantee for the policies? sustainable advancement, in which rural collective industrial lands are breaches. After the analysis of the outer ring, it has been observed that the area of green space is declining day by day, and that of built-up lands is opposite. The fact that the collective built-up area is still increasing when many villages have been demolished and moved illustrates that there is a lack of control and guidance on the construction of villages in the outer ring. Then, the dissertation makes a brief description on the current situations of the outer ring, and three modes of pushing the urbanization forward are extracted from the practice in this area. From the perspectives of urbanization, green belts formation and village development, the main problems that the villages are facing are raised. Finally, by analyzing the opportunities for the villages in the outer ring, they are preliminarily categorized. Villages of different sorts are estimated to develop in strategies based on regional development, green belts control, the villages? requirement, potential cooperation, and the policy of ?one village-one policy?.Several villages in Cuigezhuang Township, Chaoyang District, are selected to conduct the case study. These villages almost include all the sorts of villages in the outer ring of Green Belts. They also reflect the existing problems now from the land banking policy. Apply the development strategies in the theoretical analysis, and plan the Cuigezhuang Township as a whole during the urbanization.
