Human society has a huge appetite for energy, as a result, the consumption of a great amount of fossil fuels since the industry revolution has led to a severe environmental crisis to our world. In China, the energy consumption of buildings has reached 19.74% of the total, and public buildings consume more energy than residential buildings. With the domestic construction area continually grows, the building energy intensity grows simultaneously, causing a notable growth of domestic building energy consumption. The acts of green building is one of our many solutions to the severe environmental crisis, the methodology of sustainable design provides possibilities for the environmental friendly buildings, and the possibilities for the users to have a healthier, more productive space. To find a methodology to guide the green building design in the early stages of design process in a more effective way has an important significance.The paper analyzed the main green building assessment systems and negative building cases, revealed the defects of the current assessment systems, which are responsible for some of the fake green buildings. In addition, the paper argues, in a reality that the environmental crisis rules, an assessment system based on carbon emission has a greater significance than the traditional ones which are based on energy-saving assessment.The analysis of green building theory, the methodology of BIM, life-cycle Assessment theory and carbon emission measurement shows their inner connections which provide compatibility. Thus, a method of the life-cycle carbon emission measurement of public building can be found. The method is able to provide reliable guidance for the green building design in the early stage of design process, helping architects to optimize the green building design. The method also provide carbon emission index as an auxiliary indicator for the green building assessment system, to reveal the fake green buildings.Taking Taiyuan Fushanshengkang Mansion as an example, the paper conducted a life-cycle carbon emission calculating based on BIM technology. Summarized the methods for the low carbon design and emission reduction for public buildings.
