Research On Cost Control Of Construction Projects Of EP Project Owner

Under the influence of long-term planned economic program and other factors such as system and mechanism, organizational decision making and management level etc., cost control is becoming the weakest part of construction projects of EP project owner which can lead to the cost overrun in many situations. It is incompatible with new circumstances and new development faced by EP project owner that needs to be solved urgently. Based on EP systematical engineering construction projects, acting-like the project owner, this paper has conducted a research on cost control during the overall process by referring to mature cost control theory and techniques and combining practical working experience.The paper firstly defines the object and range of the basic cost composition as well as of cost control in EP construction projects. It discusses the manifestation of insufficient control over construction costs of projects and interprets the objective and principles of cost control. Then, it figures out the significance and effects on cost control from project decision-making, designing, biding, constructing and final accounting stages, finds out the major problems that easily cause the overrun of costs and puts forward the countermeasures and specific methods with regard to cost control in different stages. Finally, through the typical cases and combining practical experience, it analyses and researches on cost control in the whole process while EP owners implementing construction projects.In the light of the actual circumstances, adequately absorbing theories of project management, this paper adopts the principle of active control as well as the combination of technology and economy and put forward the thoughts of implementing cost control over the entire process in constructing construction projects of EP project owner. Aiming at the key aspects in different stages and weaknesses of engineering project construction, it proposes some feasible methods which are suitable for cost control in these projects and provides references and examples for carrying out cost control in overall process which will have a certain practical significance on improving current non-ideal situation of cost control.
