The project management gets half the result with twice the effort in China,putting the main energy in the project construction phase instead of the project cost management.The cost management is generally limited to the settlement audit after completion of project.When a project cost staff prepares the final account of project,the construction scheme and design have already been decided and put in to practice,there's no way to change.In addition,scheme selection and design of some project deviate from the construction and later period management,which also complicates the over all cost control.So the urgent task is to strengthen the whole process cost management of the project,which concerns about the enhancement of the management,efficient allocation and utilization of limited investment in the construction of the project cost control,in order to reduce project cost,save construction cost control,attain economic and social benefit,while at the same time keeps the scale standard,construction period,quality of the project intact.This paper first expounds the purpose,significance and the concept of project cost contro 1,then introduces the research on engineering cost management abroad and the basic theory a nd development change of domestic engineering cost management.In the BS group as an exa mple,lists the common problems encountered in the project cost management in the actual op eration,relates the application of the whole process of cost management.In view of these pr oblems,puts forward specific improvement ideas and solutions.The paper discusses the relev ant practical significance and fundamental purpose of cost control in the investment decision s tage,design stage,bidding stage,construction stage and completion stage,elaborate the ways such as establishing communication mechanism,making tender work more careful,establishi ng disclosure system,implement information process and giving performance evaluation usin g in this project.Some results of previous studies,reasonable suggestions and management m easures are proposed.We hope through the investigation of Tinplate project construction site,together with the relevant statistical data,analysis and summary of the implementation of eac h stage of the construction cost are given,as well as deviation analysis and corrective measure s are executed.Methods summarized in the paper can also extend to other engineering constru ction projects and further improve the management level in project cost control to create bette r social and economic benefits.
