Urban drainage system is the important urban infrastructure for urban construction, environmental protection, flood control and drainage, which relates to the stable development of social economy and the settled life of citizens, and plays an important role to ensure the urban development and safe operation. With the rapid development of urbanization, the urban drainage networks system becomes more and more complex and huge, which provide increasingly requirements of operation and management, operation and management, maintenance management, emergency flood control and scientific decision-making for the drainage networks. All along, because it is lack of technical means to master the drainage networks actual operating conditions on the operation and management of the network, Hence, on the maintenance management, it is hard to evaluate the daily maintenance effect of the drainage networks; also lack of necessary data support on the waterpower analysis and management decision of the drainage networks lead to the result that when the emergency occur, it cannot set out the relevant emergency actions according to the real time information. So the traditional management method already cannot meet the modernization management demand of drainage networks. Therefore, through the deep research and exploration, this thesis provide the drainage networks operating and monitoring system establishment plan based on distributed sensors, in order to grasp the operating condition of drainage networks clearly and correctly, and improve the operation management level of drainage networks.Drainage networks operating and monitoring system is an important action to realize the delicacy management of municipal administration. It performs the real time monitor and record for the main operation technical parameters of urban drainage system; transmit the data to Municipal Facilities Authority’s central control room through communication system; store the collected date by database technology; analysis according to operation management requirement; research refer to rainstorm intensity formula to determine the parameters reasonable range of applications; and provide a scientific basis for the operation and management of drainage networks.The thesis is divided into three parts to introduce the research, development and application of drainage networks operating and monitoring system. First, it analysis the actual applications of drainage networks operating and monitoring system based on distributed sensors in real life; research the application condition of such technology at home and abroad; and study some technical basis which relate to the target system, such as sensor technology, PLC, SCADA systems. Second, through the deep analysis and research of actual demand of municipal facilities management department on drainage network operating and monitoring system, clarifies the research target, and determine the general design scheme of the system. Afterward, start the detail sign through two aspects: hardware realization and software architecture, including system data flow chart design, system operation interface design, system function module design, etc.; also perform the research and develop of software and hardware system, detail describes how to build the PLC system step by step. Finally, perform the installation, deployment, integration and adjustment for system in the actual production environment; solve the issues found during operation; summarize the construction experience, and take the prospect for the work to be done at the next step.Through the long-term research, this thesis finishes the demand analysis, software and hardware detail design and test of the drainage networks operating and monitoring system; provide the effective auxiliary tool for municipal drainage management work by using the now technology thoroughly. After the implementation of system deployment, the drainage network operating parameters such as actual water delivery capacity of urban rainwater pipe(culvert, channel), sewage pipe water volume receiving ability of sewage treatment plant at service area, actual confluence condition, etc. realize the “leap” from qualitative analysis to quantitative analysis, which can alarm the urban inland inundation effectively, reduce the disaster, and avoid the vehicle and pedestrian accident occur caused by high water level operation of the urban networks, which leads to road sink, manhole cover blow-up, etc. The implementation and application of system improve the management efficiency of municipal drainage works; reach the delicacy management target of municipal drainage, which has certain practical value and popularization meaning.
