As an important supplement to public transport, taxi plays an important role in the comprehensive transportation system of city, but the development of taxi industry have faced the contradictions about the high rate of unloaded ratio and the difficulty of taking taxi. It is necessary to definite the balance point between supply and demand when estimate the scale of transport capacity, which have important significance of ensuring reasonable urban residents travel, smooth traffic and taxi industry stability. This paper based on the predecessor’s research foundation, using the taxi transport demand and supply as the breakthrough point to propose improvement method about taxi capacity calculation, which is based on the urban passenger traffic volume that taxi should bear.Using the taxi trajectory data means to research, the paper give a data modeling of car rental data for simplified data and exact expression, and through measuring the rent of the car mileage efficiency, time utilization efficiency and operating speed, proposing an analysis of a taxi operation efficiency, as a basis for research, relying on GIS technology to measure point distribution about the distribution of taxi transport demand.In this paper, the city road is divided into several sections at the intersections. Basing on it, the taxi probability model is built with random process theory and the view that low probability sections exist unmet transportation demand is proposed. Regarding it as the research object, the process of passengers taking taxi and taxi providing service in each section can be abstracted as a queuing problem to calculate the service queue length in certain queuing time(Waiting time). Then it can get the taxi unmet passenger flow volume in certain waiting time. Through the calculation of taxi average effective mileage in different period, the taxi capacity scale that fully meets the needs of passengers in different period can be determine down. Finally, using the income variation coefficient to constraint the taxi number.Taking Xi’an as an example. Firstly, this paper analyzes taxi mileage utilization ratio and time utilization efficiency in different time range, which reflects the operating efficiency of taxi of different period. Then it puts forward speed change mode through speed change in different sections. In addition, it points out that the commuting phenomenon exists in the morning and evening peak period with the analysis of taxi transport demand distribution. Finally, calculate the taxi scale in peak period and at a certain income changes constraint.
