With the development of the national economy, the number of private cars, motor vehicles and non motorized vehicles have increased dramatically, and traffic congestion has become a major problem for urban residents, especially in rush hours, people travel more concentrated, traffic demand is far more than the road’s supply capacity, which brings a great burden to the traffic network, the phenomenon of congestion is very serious. The road network is the meridian of a city, which is closely related with the life of city residents. A good transportation network not only can reduce the traffic accident, but also greatly improve the travel efficiency, and the intersection is the key to the city road, so the operation state of the road network is largely determined by the operation state of the intersection. Improving the operating efficiency of the intersection is a good way to ease and improve the traffic congestion. In various traffic organizations and managements, no left turn has the characteristics of low cost and high benefit. According to the characteristics of urban traffic in China, this paper studies and analyzes the traffic situation, takes the intersection as the research object, after considering the interest of the traffic managers and the drivers, establish a bi level programming model and solve it by improved genetic algorithm. In the end, taking a certain district of A city in Shanxi Province as an example, after the simulation of the road network which is forbidden to turn left, the flow rate of the road section is decreased, and the operation efficiency of the whole road network is improved, which proves that the model is reasonable and effective.
