The urban park green space plays an important role in today’s society; the rationality of its spatial distribution has a direct impact on the quality of life of urban residents. For the layout of the park green space, the traditional evaluation indicators include the per capita park green space, urban green space ratio, urban green space coverage, park service radius coverage and other macro data. These indexes have three defects in practical application; first, the influence on the subjectivity and variability of the urban boundary; second, the spatial distribution that cannot reflect the urban green space, that is the real situation about citizens’ usage; third, the way of determining the scope of service with the service radius ignores the actual acts of resistance and route. Thus, many scholars at home and abroad start to research the accessibility and layout of urban park green space with the methods of people-oriented planning thought and landscape ecology. With the development of new technology, especially the popularity of GIS technology, the research on accessibility of park green space is becoming more and more perfect at home and abroad; the accessibility of urban park green space has become an important entry point for the study of park green space layout. However, there are still two shortcomings about related research; first, the accessibility evaluation ignores the procurability dimension and the blind spot which cannot be seen from the space plan; second, in layout scheme, there is no plan to quantify the size of the park green area. Therefore, this paper introduces the two-step floating catchment area method to make up the deficiencies about related research, to discuss suitable layout method of urban park green space in mountainous area, and to further promote the equilibrium and efficiency of the layout of the park green space.The main content of the paper is:First of all, it clarified related concepts like mountainous cities, park green space, park green space layout and the two-step floating catchment area method.Then it explains the research summary includes the research progress of park green space layout and the current research situation of the layout of public service facilities based on the two-step floating catchment area method at home and abroad.Secondly, it discusses the theoretical basis of two-step floating catchment area method and the GIS technology platform. The coupling between two-step floating catchment area method and the layout of the urban park green space is analyzed; and it discusses the model and the calculation methods of the accessibility analysis and the layout optimization.Then, by using two-step floating catchment area method, analyze the accessibility of sightseeing and daily recreation accessibility for current park green space of Wansheng Economic and Technological Development Zone, finding out the vacuum blind spots and invisible blind spots; then, based on the reachable range of residents’ blind points and the suitability analysis of the construction of green land of the city, A-grade parks and B-grade parks are replenished with focus; further more, it calculates the size of the new or expanded park by the demand of the residents’ blind spot. At last, appraisal analysis on the achievement of the plan is carried out.At last it summarizes the paper, analyzing the conclusion and the need for further improvement. The innovations are as follows.For one thing, it combines the dimensions of “approachability”and “procurability” in park green space accessibility analysis.And it reflects the accessibility difference of residential points and excavates the vacuum blind spots and invisible blind spots. For another thing, it quantifies the demands of residents’ blind spots and the sizes of parks after optimizing the locations of the parks. In a word, the layout of the urban park green space based on two-step floating catchment area method embodies the principle of“people oriented”and it improves the equilibrium and utilization rate of park green space combined with other theories to guide the layout.
