Code, as the technical criteria and basis of the construction activities, directs and controls the engineering design and construction, it should have its own advance, uniformity and operability.With the rapid development of national economy and urban construction, the code for fire protection of building develops rapidly with the development of the construction, and constantly revises and improves themselves. The current code for fire protection design, of construction, is the valuable experience crystals that accumulated and summaryed during a long period of struggle with the fire disaster, and is the achievement that summaryed up from the basis of practical experience and lessons in various types of fire and the combination of fire prevention technology development and progress. It has played a very crucial role in nipping in the bud "burn" and ensuring fire safety of buildings, and makes an inportant contribution to the fire protection design and development of building of our country. However, there are many types of fire protection criterion, and its revision cycle is long, provision of section lags in engineering practice. And, the relevant norms failed to revise simultaneously, and different Establishment Sections, each with many members, can’t co-ordinate the technical requirements harmoniously, such situation will lead to non-convergence and not uniform problems between the provisions of codes, which create contradiction and confusion in the implementation of norms.In this paper, aimming at the problems that exist in clauses of fire protection norms, which is called “not closed”, including the duplicate and cross provisions, the contradictory provisions and the unreasonable regulations etc., a study on the presence problems and countermeasures of water fire extinguishing systems, involved in the implementation of the existing major fire protection norms, were carried out.Basis on reading literature domestic and foreign and studying the design provisions relating to the existing fire water supply system "Code for fire protection design of buildings", the provisions of the "Technical code for protection water supply and hydrant systems" and "Code of design for sprinkler systems", this statement points out the problems bring out of performing norms provisions in engineering design:(1)the duplicate and cross provisions, and inconsistent provisions between different norms and standard;(2)the inconsistent clauses within the same norms;(3)the non-convergence between provision and provision to explain;(4)the lack of clarity for provisions relevant to scoping;(5)the unreasonable and not clear provisions with poor maneuverability;(6)clause expresses not rigorous, as striped ambiguous, controversial, or even wrong sentences etc.;(7)the logic of preparation of provisions is not strong and ill-considered, etc.Directing at the provisions of problem above, the study combs and analyses these provisions one by one, and sorts out the list of the “not closed” problems clauses in the implementation of relevant norms, then proposes the corresponding optimization advice and countermeasures to reference while the norms revise again.
