Research On The Construction Project Quality Insurance System

Since ancient times, construction projects, as the basic guarantee of material life, play an important role in people’s life. The quality of construction projects has a great influence on the normal operation of people’s production, health and property safety. However, from the current situation of construction quality in China, the problem is very serious. China’s current construction engineering quality supervision system is mainly dominated by government. It has brought great economic and managing pressure to the government.On the other hand, the quality of buildings can not improve rapidly. Therefore, China needs a set of effective economic system to transfer the quality risk, namely the construction projects quality insurance.Construction projects quality insurance, including latent defects insurance and engineering quality liability insurance, has a long history in foreign countries, forming a relatively perfect system and mechanism. In this study,according to the current situation of the construction market of China, it puts forward the research significance and objective. Based on the construction project quality insurance theory study, it puts forward the inner meaning and operation mechanism of construction projects quality insurance. Analyzing and summarizing the current situation of the engineering quality, it puts forward the existing problems. Then, it learns advanced experiences in foreign countries, summarizes the development history, national characteristics, and provides comparative analysis. Next, it summarizes the development of Chinese construction projects quality insurance, to explore the characteristics of the pilot model, puts forward the feasibility and neccessity of developing our engineering quality insurance, and selects suitable model for China through multi angle analysis. Finally, it puts forward relevant suggestions on the development of China’s construction projects quality insurance.The main achievements of this paper include three aspects: the theory, practice and suggestions. In the aspect of theory, this paper in-depth studys the concept and operation mechanism of construction projects quality insurance, learns the insurance theory, insurance model and insurance program. Through theoretical research, it is proved that the mandatory potential defects insurance and encouraging in engineering quality liability insurance are suitable for China’s construction market. In the aspect of practice, the four representative foreign countries are selected, namely France, Spain, Britain and Japan, to explore the development of different countries, to study the model and characteristics of engineering quality insurance operation.According to the mandatory, it provides classification discussion and comparative analysis. In the aspect of suggestions,it puts forward relevant suggestions from five angles: the government, insurance companies, quality inspection institutionsm construction units and the parties participating in the construction.
