Study On Water Resources Governance Policy Of The Shiyang River Basin

Shiyang River Basin is faced with many difficulties and problems, for instance, the resources of the water is not sufficient, the utilization of the water is not consistent with the rapid development of the economy and society. Besides, it’s quite difficult to reconcile the usage of the water in the upper, middle and lower reaches of the river. The use of production water is much more than ecological water and the ecological environment is getting worse and worse,ecological refugees even emerged in some areas. If effective measures are not taken, it will directly endanger the safety of the middle reaches of the river oasis and even the entire Hexi Corridor, which will affect the healthy development and stability of the entire western region.Therefore, the improvement of Shiyang River Basin plays a vital role in promoting the living standards of the local people, enhancing the development of the Western area and boosting the ecological environment.By analyzing the studies conducted in both internal and foreign countries, this paper researches the policies about how to harness Shiyang River Basin based on public governance theory, intergovernmental relations theory and public policy analysis. Based on Smith Model, the research is conducted from three aspects: the institution which enforces the relevant laws and regulations, target subject and the implementation of the policies. In addition, the paper makes a contrast and comparison about the execution of the policies at different stages from the benefits of ecological environment, economy and society. As a result, many problems are revealed. For example, deficiencies in the administrative divisions of the arches river basin, the lack of current economic incentives, the weak supervision of the related administration, the insufficiency of resource allocation, the deficiency of the comprehensive management evaluation, and weak public participation in policy.Finally, the paper proposes some counter measures about how to improve the laws and regulations on harnessing Shiyang River Basin, in addition, it puts forward approaches of stimulating economy and establishing ecological compensation. Last but not Least, methods of how to encourage more people to participate in the harness of the river are advised.
