The "Implementation plan for governance of Shiyang River Basin "and “Adjusting of the implementation plan for governance of Shiyang River basin plan" to ease the severe situation of ecological deterioration in Shiyang River Basin,to protect the local economy,society and environment is stable,coordinated and sustainable development,and puts forward the quota control index of water discharged,Cai's section in Minqin Basin the exploration of groundwater ecology water targets and the development of water-saving agriculture and efficient agriculture,but not in-depth study on control technology of the implementation of the program,especially the relationship of target and ecological layout in the basin scale water-saving irrigation technology and water discharged targets to achieve the goal of ecological impact process,the uncertainty of the ecological the risk has not yet been studied.With the continuous advance of watershed management,the key control technology's impact on governance objectives appears day by day,increases the risk of middle water discharge and wetland target.In this study,according to Cai's section water discharge goal to accelerate the basin water modernization,achieve optimal coordination of water-saving mode and the ecological goals,control objectives to provide security for the implementation of CAI's section water,for the further implementation of wetland target provide important technology support.Caiqi's section of the Shiyang River Basin as the research object,based on Mike basin model,according to the data of the study area precipitation,evaporation and water established Shiyang River Basin water resources management model,using the python language to model the secondary development,and simulate the Shiyang River Basin section discharged Cai's content variation.From the simulation results we can see that established the water resource management model is correct,the secondary development enhances the operation efficiency of the model,parameter selection and calculation results were basically reasonable.The simulation results generally reflects the variation in CAI's section water,in line with the actual situation in Shiyang River Basin Cai's section,for the basin water resources management and prediction research can provide a scientific basis and technical guidance for the reasonable development ofthe arid inland river basin water resources.The results of the model two development can be used as the basis for the two development of other models,and the model can be used in the future to provide experience for the use of other models in the future.
