Research On Conflicts And Management Of Water Resources Of Shiyang River Basin

The problem of sustainable utilization of water resources and environmental protection of Shiyang River Basin is a significant and profound basic subject.Especially in the current situation where the ecological environment deteriorates,human activity intervention intensity increases,and the contradiction between ecological environment and economic development is prominent,innovating the management mode of Shiyang River Basin,and exploring the policy system which suit for the characteristics of the region become more urgent and compulsory.The management of water resources is difficult,complex and long-term in Shiyang River Basin.By using the methods of literature research and investigation research,this paper intends to summarize the prominent problems in the development and management of the Shiyang River Basin through a comprehensive review of the present situation of nature and economy.And aiming at the shortcomings of the management mode and regime,analyze and put forward theFirstly,by carding the domestic and abroad research status,and under the guidance of system theory,ecological ethics and sustainable development theory,it provides a theoretical basis for development,utilization and management of water resources in Shiyang River Basin.Secondly,according to the natural and economic situation of Shiyang River Basin,the existing problems in the development and utilization of water resources in the basin are systematically analyzed.And it points out three major conflicts of the Shiyang River Basin in accordance with the nature and resolution requirements of the conflicts,which are the coordination conflicts,exclusion conflicts and balance conflicts.The manifestation of various kinds of conflicts is also explained.From the overall and long-term perspective,the poor resolution of conflicts will lead to the continuous deterioration of the ecological environment of the river basin.Therefore,it is necessary to explore solutions of conflicts and coordinate and manage them by various means.This paper analyzes the current situation of water resources management from four aspects,which are laws and regulations establishment of the river basin,the current management system,the key management engineering and the achievement.It also points out that there are some problems such as low efficiency of river basin management system,lack of ecological compensation mechanism,imperfect water right system of river basin,defective water price formation mechanism and relatively low level of public participation.Finally,for solving these deficiencies,from the perspective of intergrated management this paper puts forward the corresponding countermeasures and suggestions to promote the efficient allocation of water resources in Shiyang River Basin,correct the negative externalities of water resources development and utilization as much as possible,and resolve conflicts in the process of water resources utilization of the river basin.
