With the rapid development of the ship building industry, ship automation equipments with higher and higher levels of technology have been widely used. In the world shipping industry, controlling the balance of ship has become the important topic of ship research field. Generally, during the operation of cargo handling, ballast water was adjusted by the crew. And in the ship domain of china, ballast water was adjusted according to the field situation and the experience. This process can’t guarantee the safety during the cargo handling. The design of marine level remote gauging and valve remote control system based on PLC and configuration software has an important significance now.Based on the analysis of the container ship’s ballast system, according to the monitoring information and control equipments during the process of ballast water adjustment, this paper built the integrate monitoring and control system which consisted of data acquisition, data processing, equipments executing and upper computer displaying. The system regarded ballast tank liquid level, corners of draft, import and export pressure of ballast pumps as the monitoring object, controlled the butterfly valve of ballast tank and ballast pumps through the PLC. By researching the valve control and algorithm, this paper established the valve opening degree of fuzzy PID control algorithm. Regarding MCGS configuration software as the upper computer, it could monitor the real-time floating state of ship, and control valves of ballast tank during the process of ballast water adjustment. The PLC was used as the core hardware of system. The PLC programs was compiled in the PS501 programming software, including master control program, liquid kevel collection program, valve controlling program and pumps control program.In order to verify the reliability of this system, three steps of experiments were carried out, including indoor debug, demarcating test and field test. These experiments included upper/lower computer communication experiment, the running test of upper computer configuration program, the implementation of the slave system and the running status monitored on upper computer. The test result indicated that collected data such as ballast tank liquid level, corners of draft, import and export pressure of ballast pumps can displayed on computer interface, and data error was into 2%, control accuracy of ballast tank valves was into 3%, response time of ballast pumps was less than 3 seconds, the whole system could run steadily, interface was friendly, achieved the desired functionality.
