Management Mode Of Expressway In Gansu Province

Since the national reform and open-door policy have been practicing decades ago all over China, Gansu highway has developed at a fast pace with historic innovation from nothing to many mileage of them. But it can be seen from the management system of highway in Gansu Province at present stage, that there are still some problems urgently to be resolved. At present stage, how to make good use of available resources and scientific technology to build an effective and highly practical highway management system under the existing conditions? It has become the urgent problems that needed to be resolved by the traffic department nowadays. The highway of Gansu Province had experienced with the form of scattered construction and management into the united system. All these efforts have guiding significance to innovate the management system of highway of Gansu Province, including combining with the main points of the national reform to promote the development of transportation, taking into full consideration of the relationship between the current system and the ideal system of highway, promoting the innovation in highway management gradually, being distinct, namely put the rights and duties with a balance under the highway management system which can ensure the highway construction can be developed smoothly and successfully.The task of this essay first starts from the theoretical analysis of highway management system, and as well as basing on important emphasis of it on the current research and analysis level. Secondly, by analyzing the current situation of foreign highway management system, it compared deeply with the advantages and disadvantages of domestic highway management system. And it seeks the problems existing in the management system in our country after many lessons from foreign highway management system. Thirdly, with the careful study of the history of the development and management system of Gansu Province highway, this essay mainly analyzes the advantages and disadvantages of current highway management system of Gansu Province from four perspectives, namely construction and operation, management of the highway of Gansu Province, the relationship between the public security department and traffic department and the nature of the operating and management units. Finally, the essay pushes forward specific perfection measures aiming at the existing defects of Gansu highway system.
