Distribution network is composed of reactive power compensation capacitor, tower, cable, isolating switch, transformer, transmission line and some ancillary facilities. Distribution network distributes the electric energy and plays an important role in the power grid in the network. The distribution network can be divided into three voltage levels, such as low voltage distribution networks (220/380 V), medium voltage distribution networks (6-10 kV) and high voltage distribution network (35-110 kV). Line load and planning assessment results of the operation of distribution network are important to the whole distribution network. Therefore, completing the analysis of distribution network load management, assessment and project is a great significance to improving the safety and economy of the distribution networkFirstly, this paper summarizes and analyzes the characteristics and present situation of distribution network operation according to the basic principle of distribution network operation. A detailed analysis of the characteristics of the voltage quality, power consumption, power factor and other parameters is presented. It proposes the operation measures and construction measures of two kinds of effective measures combining with the economy of distribution network.Secondly, according to the characteristics of this method of the distribution network planning and evaluation establishes the principle of evaluation. Which are the system principle, objective principle, scientific principle, practical principle, optimization principle. At the same time, this paper analyzes several typical evaluation methods, including analytic hierarchy process, fuzzy comprehensive evaluation method, Delphy method, etc. Through comparing these methods, the paper summarizes the advantages and disadvantages of them.Thirdly, the paper analyzes the distribution network reconfiguration of distribution network planning. It puts the relevant theory into comprehensive evaluation system for distribution network planning. And the main transformer load rate, the rate of transformer light load, line load rate, planning accuracy parameter set assessment method, which has certain guiding significance to the distribution network safe, efficient and economic operation level. At the same time, through the comparison of the number and amount of the project analysis, find out the key planning area.Finally, using ASP.NET and database technology, it develops the evaluation of distribution network planning information platform by the design of the evaluation scheme and the hardware and software architecture.
