Traditional radial distribution network structure limits the way to restore power in the distribution network, includes only based on the power distribution automation and tie lines to restore power. When a large number of distributed power supply and power grid operation, distributed power supply and distribution network as the standby each other, the traditional distribution network becomes active power distribution network, changing the original structure, operation and control, etc. Along with the information and communication technology, the development of power electronics and advanced measurement facilities, laid the groundwork for distributed power efficient large-scale use. Based on the distributed power island power supply recovery has become an important development direction under the new situation, the island is divided into based on distributed power supply an important part of the recovery, and the islands of the black start of divided after the problem is the key to the realization of engineering. So it is necessary to carry out active distribution network power supply recovery and black start strategy research.This paper introduces the power distribution automation, based on the tie lines to restore power, based on the distributed power island restoration and based on the concept of micro power grid to restore power, etc, and emphatically studied the island to restore power method based on distributed power. After summarized the existing island partition method, this article puts forward the three islands from multiple angles division method: method 1 according to the properties of power blackout area contains DG, number, position and distribution of interests, property rights, distribution and area of the scheduling control mode, scheduling ability factors such as the scope of pre-determined island division model, then uses decision optimization algorithm, the static deterministic island division; Method 2 puts forward the comprehensive utilization of tie lines and internal DG island operation ability, will alternate tie lines equal to DG, based on the multi-agent technology to build a multilayer distributed intelligent decision system, realized the island division; Method 3 from multiple time dynamic energy balance Angle island, changed the past only focused on the island at a certain moment active balance, and use the rooted tree search algorithm to achieve the dynamic island. In this paper all the simulation examples are proposed to prove three methods.Island after division, the next step should focus on an island black start. Considering the distributed power fluctuations, load factors will cause the failure of black start, stability margin index, this article defines the island black start model is put forward, and arranged for black start operation steps, ultimately through the example simulation results show that the proposed black start strategy is feasible.In order to complete the distribution network fault self-healing capability of scientific evaluation and optimization of structural configuration of distribution network, this paper set up with self-healing recovery rate, self-healing speed and self-healing evaluation system of sustainable time three quantitative indicators, mainly aimed at the island for sustainable further calculation, in order to measure the abilities of self-healing grid provides effective reference. The example simulation results verify the feasibility of evaluation index system.
