A Study On The Income Distribution Gap Of Guizhou Residents

This paper is put forward under the background of unbalanced, uncoordinated and unsustainable economic situation, and also of the larger gap between the rich and the poor, the unfairness of income distribution, expanding resident income distribution. In recent years, workers compensation proportion decreased year by year in China’s national income distribution; there are a lot of disequilibrium in the government, enterprises and residents, dweller income is seriously weakened. This paper systematically studies the Guizhou gap in income distribution using the method of income bad index, range and bisection method, founds that urban residents and rural residents income gap is expanding, lowest income households and highest income households income difference also is expanding; income bad index is also increasing; urban and rural income gap is expanding; Income gap between regions and industries is also rising ceaselessly. The economic and political consequences caused widespread attention of the society.This paper holds that the Guizhou resident income distribution disparity factors can be summarized as:the institutional barriers of economic development, income distribution system is not perfect, the offside and absence of government function, both urban and rural structure, unreasonable financial and taxation system,low tendency and level of government transfer payments, and low level of urbanization, these factors influenced the normal growth of the income levels. Attention to industrial and contempt of agriculture in economic development, imbalance in areas of eastern, central and western and imperfect income distribution system artificially caused the income gap between residents in different regions from the institutional and policy; And taxation system is not perfect, personal income tax effect is minimal, the absence of the real estate tax, estate duty and other taxes; Low and unfair level of transfer payments, attention to cities and towns and contempt of rural, emphasis on the strong and despise the weak, low level of urbanization, government functions lagged behind the economic development, non-normal income, all of these have expanded the income gap among residents.Therefore, this article based on Guizhou reality, analyses how to narrow residents income distribution difference. That is reforming the income distribution to make efforts to reverse the trend of widening income gap; Promoting economic system, finance and taxation, and the reform of the income distribution, meanwhile breaking the structure of urban and rural areas for establishing the national income stable growth mechanism which matches with the national economic growth, improve the residents exception of long-term earnings, achieve the synchronous growth of "economic growth" and "economic development", push China’s strategic adjustment by "national wealth" to "people rich".
