China’s state-owned enterprises are the backbone of China’s economy, it attractssocial concerns throughout its reform.process.Since1978, China’s state-ownedenterprises reform went through some stages from the expansion of businessautonomy, Li Gaishui, Bo Gaidai, the separation of ownership and propertymanagement power to contract system,but there were no obvious positive effects,wedid not achieve a substantive breakthrough.1992is a turning point for China’sstate-owned enterprises reform, China started to explore system innovation.Changes in the domestic and international environment also boosted the processof China’s state-owned enterprises reform.The collapse of the bipolar structureresulted in the rapid development of political multi-polarization and economicglobalization, China’s economy actively explored its transformation,at the same time,state-owned enterprises advance in reform and innovation.Deng Xiaoping’s "southerntour" speech broke "capitalism" and "socialism" ideological restraints, then China setsthe goal of establishing a socialist market economy, thus state-owned enterprises seekreform in specified direction.In the face of serious "triangular debts" problem, a lack of confidence, deficiencyof state-owned enterprises, the mixing up of the functions of government andenterprise and loss of state assets, he adopted concrete measures and got quiteabundant effects.During this period,the key of state-owned enterprises reform is toestablish modern enterprise system, Zhu Rongji had a profound understanding ofthis.He believes that we must comprehensively and accurately understand the basiccharacteristics of modern enterprise system, grasp the key points,combine reform,restructuring with transformation,strengthen enterprise management, at the same timepay attention to coordinated reform in other regions.Zhu Rongji’s thoughts on state-owned enterprises reform mainly embody in fiveaspects:first,combine top-level design with microscopic exploration, graduallyspreading from point to surface;second,stick firmly to the direction of socialist market economy reform, grasp the key points while advancing all-round reforms;third, adhereto developing and expanding public sector of the economy, and maintain the leadingposition of state-owned economy in national economy, strengthen institutional basisof socialism;fourth,give an overall consideration to macroeconomic regulation andcontrol and enterprise interior management,emphasize the connotative developmentpath;fifth, attach importance to system innovation,technology and management withsupporting measures following up together.The result of China’s state-owned enterprises reform is more evident thanRussia’s, and China’s economy performed well in Asian financial crisis in1998,whichlargely related to state-owned enterprises reform in Zhu Rongji’s term. Manymeasures taken then still have economical significance for the present.
