The state-owned enterprise (SOE) is one of the pillars of China's national economy. Since its beginning is the late 1970s, the reform of the SOE has made considerable achievements. But a number of deeply-rooted problems concerning the SOE still exist, which, if not dealt with effectively, will have a negative impact on the development of China's economy. With the continual deepening of China's reform and opening up to the outside world, an increasing number of the multinational corporations (MNCs) have swarmed into China to set up their production base. While playing an important role in stabilizing and developing China's economy, the MNCs will aslo affect the further reform of China's SOEs. In the first place, this dissertation reviews the three-stage reforms that China's SOEs have experienced and points out the problems that the SOEs currently face, while acclaiming the progresses the SOEs have made in the process of the reform. Then, it briefly introduces the evolution of the MNCs and the vital role they play in the present economic globalization. On top of this, it analyzes the dual impact that the MNCs have made upon the Chinese economy. In the last part, on the basis of profound analysis of SOE reform as well as the MNCs' operations in China, this dissertation puts forward some policies and suggestions concerning utilizing MNCs to promote SOE reform as well as nurturing China's own MNCs among the SOEs.
