Practice And Exploration Of Participating Budget Of Local Government In China

Participatory budgeting is a reform and innovation of local government,thisinnovative mechanism opens a breakthrough for Chinese public budget reform andindicates the direction of the Chinese public budget reform.The research forparticipatory budgeting not only can provide a path selection for exploring thedevelopment of democracy in China,but also can enlighten the construction ofChinese government anti-corruption mechanism.Thus the development ofparticipatory budgeting has reasonable room for growth.This article mainly revolves around exploring the path of participatory budgetingsustainable development,using the comparative method to analyze the participatorybudgeting practice of Wenling and Minhang.On the basis of the experience of otherregions,this article excavates the causes of the problems from the participatorybudgeting development process.Combined with the practice process of participatorybudgeting,this article proposes effective countermeasures.The full text is divided intoa total of four chapters,the first chapter discusses the literature review about theparticipatory budget,the second chapter is to sort and analyze the theories and relevantconcepts of participatory budgeting,the third chapter discusses the development oflocal government’s participatory budgeting in three levels,the fourth chapter focuseson budgeting issues involved in the development process as well as the presence ofcountermeasures.This article focuses on the fourth chapter.This chapter analyzes some problemsexisted in the process of the participatory budgeting development,including budgetinformation asymmetry,the missing of constructing the main body in participatorybudgeting,public opinion is not smooth in participatory budgeting,loopholes in thepreferences and interests game and the sustainable development of participatorybudgeting is running out of steam.In order to solve the above problems,we canimprove it from six aspects:improving local government budget informationdisclosure system, improve citizen participation in the budget mechanism, breakingthe participatory budget reform technical barriers to innovate the participation ways,improve budget performance management system,play the main NPC role andenhance the level of participatory budgeting reforms.Only by constantly improving the practice of participatory budgeting reforms,can weinject vitality in it,and the participatory budgeting can achieve sustainable development under the collaboration among the NPC,the government,citizens,non-governmental organizations and experts.
