Participatory Budgeting:A Study On The Innovation Of Township Budgeting System

Since the reform and opening up,China's economy has been rapidly improving and developing.In order to develop China's socialist democracy,strengthen the construction of local democracy at the grass-roots level and implement people's democracy,local governments have carried out various forms of innovative practices to expand citizens' participation and develop democracy.Participatory budgeting,as an institutional innovation to expand democracy,promote citizen participation and budget reform,began to appear in China in the new century.Township political power in the country's most basic level,is directly to the public,the township social affairs and economic management complex,financial affairs is the key to the operation of township political power.Participatory budgeting is an innovation in the reform process of China's current grassroots government.In recent years,many regions have begun to implement participatory budgeting reform.Initiated in WenLing city,ZheJiang province,"democratic talk" is a local practice of consultative democracy at the grassroots level with Chinese characteristics.The implementation of citizen participation budget in XinHe town,WenLing city,ZheJiang province is the development and innovation of "democracy talk",which forms a unique new river model.The participatory budget of XinHe effectively promotes the development of grassroots democracy,which has great democratic value.It opens up new space for the development of grassroots democracy and at the same time expands new space for grassroots governance.XinHe Town budget system reform deepening for democracy and improve resource utilization and so on have significant value,XinHe Town of ordinary citizens,township government,people's congress,experts and scholars have budget participation,the budget on the basis of information disclosure,follow the principle of budget report elaboration,early intervention in principle,the principle of openness,the principle of fully express public opinion,fully involved in the formulation process of public budget.The implementation of budget reform in XinHe town has activated the system of people's congresses in towns and villages,established transparent public budgets and promoted the process of democratization,but there are still someproblems in the dynamic mechanism guarantee of citizens' participation in the budget process,the willingness and ability of ordinary citizens to participate,and the standardization and institutionalization of citizens' participation in the budget process.Making full use of modern communication technologies and defining the levels and scope of implementation can guarantee citizens' right to participate and improve the validity of participatory budgeting,thus promoting democracy and improving governance.The participatory budget system of XinHe is the model of the innovation of township system in our country.It is the promotion of top-down democratic idea and the practice of bottom-up democratic system.Its effective development is the result of the interaction of various factors.The new river participatory budget opened up new channels for township citizens to participate,and gradually improved and realized the institutionalized operation.To understand the participatory,legitimacy,effectiveness and institutionalized public participation of the XinHe experiment,and to effectively combine the people's congress system and citizen participation by means of democratic earnest talk,has effectively promoted the development of grassroots democratic construction and provided new ideas for the development of budget democracy in China.
