As one of the most essential factors of production, land resource is widely needed.Because it is rare and non-renewable, the supply of land resource is limited.According to general theory of market economy, the most effective means to solve theproblem between supply and demand is deployment of land resource by market.China’s land property rights system determines the land market has features of bothmonopoly and competition. Thus, china’s land resource allocation is more complexand impressive than any other commodity; it also has extensive social influence andgreat interest.In this instance, china gradually established the rules and system framework ofmarket allocation of land resource on one hand, on the other hand, local governmentsexercising land assignment right still cannot get rid of the custom and actuation ofadministrative intervention, which is a holdover from the long-term planningeconomy era. The public, on one hand, abhor the problems of land resource allocationand right rent-seeking situation. On the other hand, they express discontent about thelands sold for high prices. Some news media even miss the point entirely; their reportsbecome tools of some interest group to confuse and mislead the public, and make itworse. In a word, there’re serious misunderstanding and mistiness about valueorientation, core principles, system design and transaction mode, managementmechanism of land resource allocation.On the basis of five asps study, including land resource allocation theoreticalinterpretation, summary of the non-gratuitous use system reform, current situation,problem analysis, and system management and promoting measures of marketallocation, this essay tries to find answers for following questions. First, should theland resource be allocated by market? Does market allocation mean price competition?Second, what are the basis, core and guarantee for the proper and effectiveallocation? Third, who should play a leading role in this area and how? Thecommunity has various voices about these questions. We try to raise the point and advices aiming to establish a systematized management for land allocation, which ischaracterized by information symmetry, equality of opportunity, balance of interests,and result justice. Meanwhile, from the cognition that only government plays a betterrole, could make the market play a decisive role in the allocation of resources, we areconvinced that government playing a better role in land recourse allocation is not onlya developing process of Chinese economic system, but also a positive explanation ofsocialist market economy core value and development concept.
