Since Reform and opening up30years ago, our country has made great achievements invarious aspects. Economy develops steadily and rapidly and the level of people’s life hasgenerally improved. Besides, the construction of democratic law system take new strides, andcultural construction moves forward a new level. Social construction has made new progress.Ecological civilization has increasingly got people’s attention. Income distribution is a bigproblem which is closely related to national interest and people’s livelihood. It is also animportant issue concerned with the implementation of Scientific Outlook on development andthe construction of socialism and harmonious society. It is essential not only to people’sinterests in modernization, but also to benign operation of the whole society. This issue doesnot completely belong to economy; it is also a social problem.At present, however, planned economy shifts to market economy; the dual economicstructure of urban and rural is gradually broken; the conception of emphasis on efficiencytransforms to more on social justice. During the process, there are still many problems inincome distribution which lead to serious allotment gap between urban and rural areas,regions and industries owing to economic development strategies, the national primarydistribution and redistribution system, the differences of human capital itself and so on. Ifunfair income distribution can not be solved timely, accumulating contradiction will influencesocial stability and economic sustainable development. And even it causes danger todevelopment outlook of our party and the whole nation, and social harmony. Therefore, itmust solve the problem with common prosperity as the goal to gradually improve the incomedistribution system and promote the rationalization of income gap, consequently, to form agood pattern of income distribution and benefit all the people.
