In modern enterprises, the use of human resources should have a performance and t he incentive mechanism based on contribution, performance and the ability. While the p erformance appraisal is the cornerstone of the establishment of incentive mechanism.T he ultimate goals of performance appraisal and internal controls, both are to achi eve the company’s strategy. It is very important to modern enterprises, whether p erformance appraisal and internal controls can have combined action, and through the combined action,the final goal can be achieved.According to the analysis of the relationship between performance appraisal and internal controls, it was found that whatever the process or the goals, by the completely combined action of performance appraisal and internal controls, corp orate strategic goals can be achieved. This paper takes YL group as a sample, b ased on fieldwork and theoretical study. According to systematic analysis the pro blem in the YL group assessment, it is an important and urgent problem to adap t to the new situation. It includes that finding the corresponding point of the per formance review and internal controls, introducing the idea of internal control t o performance appraisal system, and then building a reasonable and useful perfor mance indicator system, based on the internal controls. In addition, the article m akes clear to improve the specific contents, the standard and methods from the a spects including restructuring organization, building flow and using result of the performance appraisal.
