In China, the New Rural Cooperative Medical System (NCMS) is an important aspect of the countryside security systems under the new situation. The further promotion of NCMS eases the problem of "Poor access and high fee in China’s health system" to some extent, and effectively contains the phenomenon that some farmers and herdsmen sank into or backed to poverty because of illness.But with the further development of NCMS, it also appears some new problems, such as the poor anti-risk ability of the fund, high management cost, big trouble in reimbursement of the relocating farmers and herdsmen, the incompetent fairness of been benefited from NCMS, and the system easily been misunderstood, etc. So it’s necessary to improve the overall level of NCMS. Municipal-level NCMS is the inherent requirement of the pursuing of the law of large numbers in insurance and the equalization of basic public services. The law of large numbers can be realized through two ways:to increase the number of beneficiaries and to raise the overall level. Now the work of increasing the number of beneficiaries has basically completed all over the country, so the implementation of municipal-level NCMS is the inevitable trend of the future development of NCMS. Thus in this paper, we think NCMS in Ordos should adopt municipal-level NCMS.This study combines theoretical and empirical analysis. Firstly, we expounds the current situation and problems of the NCMS in Ordos, thoroughly investigates the operational performance of the NCMS in Ordos and the problems of county-level NCMS. Secondly, we analyzes the municipal-level NCMS in Odors. Then, through longitudinal comparison(comparing the NCMS in Ordos with the NCMS in the whole country and in Inner Mongolia Autonomous Region, comparing the NCMS in Ordos with the medical insurance for urban residents in Ordos) and the crosswise comparison(comparing county-level NCMS with municipal-level NCMS), we conclude that municipal-level NCMS has many advantages, not only it brings the stronger financing abilities, the higher reimbursement ratio, and the bigger number of beneficiaries, but also it makes the system fairer and further reflects convenient principle. In this paper, we choose SWOT as the main analytical tool and details the strength, weakness, opportunity and threat of NCMS of Ordos. Its development opportunities contain a good policy environment, the increasing responsibility of the government, and a good human resources security; Its main external threat include the rapid rising of medical expenses, the significant imbalance of economy development level between different counties, and the financial difficulties of some counties. Its strength contains that farmers and herdsmen benefit more from this system and the fund has stronger anti-risk ability. Their weaknesses conclude that the concrete system design is immature, the provision of health care clash with the efforts to control medical expenses, and the management and supervision can’t be in place timely.According to the above analysis, this study recommends NCMS in Ordos should been pooled in municipal-level. In order to better master the opportunity and avoid the harmfulness and lastly to fully realize municipal-level NCMS, this article suggests that NCMS in Ordos should carry out "Six Coherent Policies", namely:unified financing criteria, unified organization and management, unified fund management, unified compensation standards, unified services regulation and unified information management. Further, the smooth implementation of municipal-level NCMS needs the government to support, need to establish a stable funding mechanism, need to improve the level of benefit of peasants through various methods, need to enhance the quality of basic health services, need the active involvement of commercial insurance organizations,and need to further strengthen the management and supervision of medical institutions.
