Study On The Problems And Countermeasures Of The New Rural Cooperative Medical System In Yueqing

Agriculture, countryside and peasants are key issues concerning China's reform and opening up and the overall situation of modernization construction. As a medical insurance system established on the principle of mutual assistance, rural cooperative medical insurance is a unique system which takes peasants(agricultural registered permanent residence) as the main body and is built on the social structure of city-countryside duality in China. Generally resembling the medical insurance systems of other countries around the world, rural cooperative medical insurance in China also has some characteristics. At present, China's rural cooperative medical system is of great significance to guarantee the basic health services of peasants and reduce the poverty or return-to-poverty of peasants caused by diseases, and provides reference for other countries of the world and especially developing countries to perfect their medical systems.Yueqing City has fully implemented new rural cooperative medical system since 2006. On the whole, effective fund raising and mobilization efficiently lighten the economic burden of residents. Based on reading a lot of literature related to rural medical system and cooperative medical system and through doing field research and conducting a comparative analysis on the data of fund planning and resource allocation in the operation of rural cooperative medical system in Yueqing City, this paper sorts out main problems in the process of implementing new rural cooperative medical system in Yueqing City, puts forward specific measures and hopes to provide system and experience reference for rural cooperative medical system in China and Yueqing City, Zhejiang Province.The implementation of new rural cooperative medical system in Yueqing City has achieved good results. However, there are still some problems. At the government level, the absence of relevant laws and regulations leads to unsound supervisory mechanism of funds management and unreasonable reimbursement system. Voluntary participation in insurance results in adverse selection and the compensation mode of “insuring major and minor illnesses” affects the healthy operation of system. Fund raising faces problems including low level, great difficulty and high operation cost. In the aspect of peasants, peasants have weak consciousness of participating in new rural cooperative medical system and lack the cognition of and confidence in the system. Without enough risk awareness, peasants show low enthusiasm for participating in new rural cooperative medical system. High psychological expectation causes their irrational disappointment of policy. In addition, there are some problems in the operation of new rural cooperative medical system in Yueqing City, such as relatively scarce rural medical resources, backward infrastructure of rural grassroots medical institutions and relatively low service and technical level of medical staff in rural grassroots medical institutions.Based on making clear related issues and through standing on the practical development of rural cooperative medical system in Yueqing City and using existing research achievements for reference, this paper proposes specific countermeasures and suggestions for promoting the development of rural cooperative medical system in Yueqing City: Perfecting relevant laws and regulations, increasing government support, making clear positioning, changing concepts, clearing up development ideas, improving funding mechanism, raising the ability of sustainable development, constructing perfect basic health supporting system, enhancing inclusiveness and establishing medical assistance system complementary to new rural cooperative medical system.
