Research On The Government 's Function In The Development Of Leisure Agriculture In Yancheng City

Leisure agriculture is the expansion of traditional agricultural function, it based on agriculture, the leisure is its purpose and the service is its means, the goal is to attract city tourists. Agriculture combined with the tourism, which is a new industry form of the primary industry and the tertiary industry. The leisure agriculture has100years history, which firstly developed in Europe countries and the United States.Leisure agriculture in China began after reform and opening up, though it started late, it has been developing rapidly in recently years. Increasing urban population provides market space for the development of leisure agriculture, the rapid development of urban economy provides the economic foundation for the development of leisure agriculture, increased holiday guarantee the time of leisure agriculture. In addition, the development of leisure agriculture is not only to increase farmers’ income, transfer the rural surplus labor and advance agriculture restructure, but also it is an important way to promote the urban-rural integration. Therefore, our country continues many supportive policies to provide good opportunities for the development of leisure agriculture. At present, leisure agriculture has strong market demand in some regions, the business model and the development momentum are good.Yancheng, like other cities, leisure agriculture is developed with the accelerated process of urbanization and the continuous optimization of agriculture structure. In this paper, literature research and field survey are applied to a detailed analysis about the development status and problems of leisure agriculture in Yancheng.There are many problems raised in the process of development:less projects, infrastructure construction is weak, supporting facilities should be improved, the industry talent is lack, project management and service level is not high, repeated construction is serious; the corresponding legal policy norms are unsound. On this basis, the author provide some suggestions to the local government from the concept innovation, rational planning, policy support, legal regulatory, government marketing and environmental protection.
