Study On The Difficulties And Countermeasures Of Government Supporting The Development Of Leisure Agriculture

With the continuous development of social economy and productivity,the continuous improvement of people's living standards,and the continuous upgrading of the level of spiritual needs,coupled with the gradual acceleration of the urbanization process and the social pressure of a sharp increase in population,in order to alleviate the pressure on all aspects of urban life,more and more people tend to enjoy tranquility and leisure in the suburban countryside and experience the comfortable rural farm life.Driven by such social needs,a new industrial fusion,leisure agriculture,has gradually emerged.At present,Nanjing is at a critical stage to promote the modernization of agriculture.Leisure agriculture is also a new type of industrial form and covers the multiple characteristics of the first,second and third industries.It plays an important role in stimulating farmers' income increase and employment,improving quality and efficiency of agriculture,expanding consumer demand,building beautiful villages,inheriting agricultural civilization,and promoting the integration of urban and rural areas.However,with the growing popularity of leisure agriculture,many problems and shortcomings have been exposed in development,such as fixed leisure mode and concentrated architectural styles.Simple entertainment projects occupy a dominant position,lacking cultural connotation,regional characteristics,and thematic features.All these factors Leads to tourists' short stays,low revisiting rates and low geographical competitiveness.Tourists are concentrated on holidays,weekends,holiday reception and service capacity cannot keep up,while the usual tourists are scarce,the average utilization rate of agricultural resources is low,cannot meet the knowledge of modern tourists,The demand for experiential tourism consumption has made leisure agriculture synonymous with eating and playing cards on weekends and holidays,which has considerably reduced the height and attractiveness of leisure agriculture and cannot meet the development requirements of the modern tourism market.Therefore,from the theoretical perspective of new public management and construction service-oriented government,this paper attempts to explore the necessity of government support and intervention in the development of leisure agriculture,and how to better use various support policies to fulfill the industrial economy.The functions of regulation and control guide and drive private capital and social forces to develop and develop leisure agriculture more scientifically and creatively.The first chapter of this paper defines the related concepts of leisure agriculture development,and introduces and explains the theoretical basis for the government to guide the rationality and necessity of supporting leisure agriculture development,and introduces the current situation and experience summary of leisure agriculture development at home and abroad.The second chapter reviews the background and history of Nanjing's leisure agriculture development,and analyzes the current situation of Nanjing's leisure agriculture development.The main practices,development models and main effects of Nanjing's leisure agriculture development are illustrated by case studies.The third chapter focuses on the difficulties and points out the specific performance of the difficulties such as the same landscape,one-time consumption and seasonal phenomenon in the development of leisure agriculture in Nanjing,and explores the reasons behind it.The fourth chapter starts from the upgrading and transformation of Nanjing leisure agriculture to creative leisure agriculture,and integrates the practice exploration and thinking ideas in the process.The five sections focus on the optimization direction and countermeasures of Nanjing leisure agriculture development.
