High housing prices right now has become a hot spot, the focus and difficult problem in China., From1998, the real estate market is active, after the2002national general rise in price, at2004, housing price spurt surged. In recent years, tune the housing price repeatedly, government unable to curb the momentum up of real estate prices. What has caused strong concern in the community. How to curb excessive growth in real estate prices, real estate prices down to a reasonable price there has been intense discussion, people around the country also with great expectations, pay close attention to the state’s policy document, hopes the state through a corresponding strong regulatory policies to control real estate prices effectively.National Bureau of Statistics of China’s real estate sales and the amount of sales over the years made statistics.2013, China’s total area of634,76million square meters in the Eastern part,351,91million square meters in the Central region,31883square meters in the Western region, a total of1,305,510,000square meters, an increase of19.3%,16.8%,14.1%and17.3%over the previous year respectively. Sales in East region of49327trillion RMB,16524trillion RMB in the Central region, and15,576trillion RMB in Western region, an increase of28.4,26.39%,19.6%and26.3%over the previous year respectively. Through the area of commercial housing sales and the price of commercial housing sales in the current period can be drawn in2013, China’s average commercial housing price6237RMB, an increase of7.71%. Today’s price excessively high, people talking about "House" discoloration, government resolutely curb the excessive growth of estate prices, return to a reasonable price. In the context of this, why real estate prices could have such a strong momentum in kept rising?Real estate industry than any other industry, it in terms of a lot, so the industry chain is long, finance, building materials, chemical industry, steel industry, etc. will have a catalytic role. House this factor plays an important role in people’s working and living, is the essential infrastructure and basic guarantee of people life. Healthy and sustainable development of the real estate market is not only related to the healthy and stable development of the nation economy, but also more about the major issues of people’s livelihood and social stability and harmony. Therefore, in-depth analysis on formation mechanism of high housing prices, firmly address the problem of high prices is to be objective and concern. However, real estate prices are so strong, not to curb growth, what is economic development, or due to real demand, or what else? Through reading and analysis of the past, we believe that the local government collect money nature of the "land finance" behavior is inextricably linked to high prices. Tax reform caused of government finance power and power in responsibility not symmetric, our GDP and finance income exam achievements standards, and unique of land system makes local government began has second financial-"land financial". Local government through low price buy in, and high sold out, to earned the money between sold and buy, push the housing prices high, at the same time, increased the tax income. To really solve the problem of high prices, the issue of whether "land finance" related to real estate has to undertake an in-depth study.This paper from both theoretical and empirical evidenced financial boost real estate price. First through the standard analysis, explaining the conduction mechanism of financial boost real estate price in detail, evidenced land financial has a pushing effect on real estate prices in theoretical way. By collecting31areas’ data from1999to2011, using Eviews software, constructing multivariable linear regression model, using OLS to estimated parameter. From the perspective of public management, to address the problems of high prices in China put forward the corresponding countermeasures.
