A Study On Local Government Responsibility In The Construction Of Tourism Public Service System In China

In the21st century, tourism kind of consumer products had been an indispensable part of our daily life. Traditional tourism form could not satisfy the human beings, nowadays more and more people pay attention to the tourism recreation and experience, which reflects the development of the early whirlwind tours. In2013, The State Council General Office released a file-the national tourism and leisure programs (2010-2020), which revealed that the tourism industry has developed a lot in our country. Besides, the public service of the tourism is one of the most important parts. In addition, with the development of the tourism economic, the public service of the tourism have to improved greatly and will become an important index to measure the development of the tourism economic to a certain region in the future.At present, there are some problems in the process of the construction of the tourism public service. The contradiction between the development level of the tourism industry and the offer of the tourism public service is obvious. As we all know that the local government is the most direct offering principal and its’function influence the building of the tourism public service in some way. In one word, the author thought if we want to improve the quality and the efficiency of the tourism public service, we should reconfirm the function of the local government.This article aims to research the building of the tourism public service based on two well-known theories. The first is based on the Public Goods theory to analysis the necessity of the local government involvement in tourism public service construction. The second is based on the New Public Management theory to analysis how to introduce the competition mechanism and based on the customer demand to supply public service, finally realize the diversity supply mode of tourism public service.This paper argues that in the process of the construction of public service system in China, the local government is the most direct offering principal. In order to realize the diversity supply mode, the local government should take measures. The first is to work out the special planning of the region tourism public service and the specific construction goal. The second is to establish "customer oriented" decision-making mechanism. The third is to explore how to introduce the competition mechanism and based on the customer demand to supply public service, finally realize the diversity supply mode of tourism public service. Finally is the security mechanism, such as the information of disclosure, the financial support and the supervision of supply chain, etc. In view of the problems in these four aspects, the author try to explore the reasons of the problem and improve the government functions, strengthen the department coordination and realize the diversified supply pattern of "the big tourism".
