| Under the circumstance of world economic downturn and increasing upwardpressure on domestic and international economic situation, most countries want tofind a breakthrough point the economy through this window of opportunity to meetnew round of economic tide. A wave of new technology is bound to trigger a newround of consumer upgrades, consumption upgrade and will have a profound impacton industrial restructuring. Jiangsu is the largest economy province and regionalinnovation province of China. It’s not only for the stable economic development ofJiangsu’s, but also important reference for the transformation and upgrading ofChina’s industries to seize the opportunities and adapt to the trend of consumerupgrades in a timely manner to promote industrial restructuring. However, currentresearch scholars of the third industrial revolution stays at the theoretical level, theimpact of quantitative research in the context of the consumer to upgrade residents ofthe industrial restructuring is still rare in the report, therefore, this study has importantpractical significance and certain strategic significance.On the basis of constructingJiangsu computable general equilibrium (CGE) model, it simulates the impact ofaspects on the consumer attitudes、consumption patterns and consumer behavior,compared to the base scenario analysis, and analyses the impact of the third industrialrevolution to the industrial transformation and upgrading of Jiangsu, the study found:First, from a different way of looking at changes in consumer demand, changes inconsumption patterns influence the development of Jiangsu industrial transformation,followed by the impact of consumer attitudes, while consumption in Jiangsu formatchange on industrial restructuring and development is relatively small.Second, in the view of a different influence, although the consumer to upgraderesidents under the background of the third industrial revolution impact on emergingindustries in Jiangsu are larger than traditional industries. Jiangsu eight categorieswere greater than the total output of the structure affected, its total impact and thestructure influence of the industry both showed similar characteristics.Third, in the view of different industries affected by the degree of influence, it’sthe most obvious that the consumer to upgrade residents under the third industrialrevolution-induced effects on Jiangsu Internet information transmission industry,followed by electronics and communications equipment manufacturing and computerand office equipment manufacturing, aerospace manufacturing and instrumentationindustry affected is relatively weak.Fourth, from the view of concrete industry, despite the consumption patternsupgrade allows residents to increase the demand for health care spending, andaccordingly, the total output of the biomedical manufacturing increases. However,from a consumer format’s view, biomedical manufacturing still relays on traditionalextend and expand consumer channels, the third industrial revolution spawnede-commerce and other new forms of consumption has little effect, and especially fromthe output ratio structure, the effect is minimal.Fifth, new materials and electrical equipment manufacturing industry are affectedgreatly by his attitudes and consumption patterns. They will play an important role in industrial transformation and upgrading in Jiangsu.Sixth, the role of traditional industries in the industrial upgrading should not beoverlooked. Despite the impact of the consumer to upgrade traditional industriesunder the third industrial revolution are generally lower than emerging industry, thetraditional industries in industry overall still occupy a certain proportion. In terms oftotal impact or structure point of view, the consumer has a certain role in promotingthe upgrading of traditional industries.On this basis, this paper puts forward three proposals as main direction、focusareas and countermeasures on coordination of consumption upgrade of Jiangsuresidents and industrial transformation. First, we should properly handle therelationship between government and markets, emerging industries and traditionalindustries, manufacturing and high-end services. In the industrial revolution, thegovernment should actively act to strengthen the support and coordination role, openup channels between markets and economic development, plays a decisive role of themarket in resource allocation. Government should actively transform traditionalindustries, cultivate new industries to support the development of high-end services.Second, in key areas, we should focus on the development of four major industries,as the development of emerging industries, advanced manufacturing, modern services;promote resource conservation and environmental protection. Jiangsu should strive tofoster Internet transmission of information industry, new energy industry and otherstrategic emerging industries, to create economies of scale and scope of economicadvantage, and enhance overall competitiveness of the industry in Jiangsu. It shouldfocus on a number of key technology research and cutting-edge technology, andpromote the development of advanced manufacturing, improve the ability and level ofindustrial development in Jiangsu innovation. Meanwhile, the modern serviceindustry should develop appropriate development strategies and coordinatesdevelopment of the manufacturing industry. Through incentives and punishmentmechanism, enhancing awareness of conservation of resources, we should developenergy-saving environmental protection industry.Third, in the countermeasure recommendations, we should focus on two aspectsof the hard environment and soft environment construction. On the one hand, the hardenvironment is the basis for the construction of Jiangsu industrial transformation andupgrading, so we should develop transportation infrastructure and other hardware tocreate a comprehensive geographical advantages; further promote the construction offacilities in emerging industries; it should strengthen the independent innovationdemonstration zone of Sunan、technology start-ups in particular community platformand financing platform, fully optimize the hard environment. On the other hand, froma cultural awareness, policy development, institutional mechanisms, laws andregulations to optimize the soft environment construction to create a good atmosphere.We should enhance social awareness of the body’s lack of resources, a sense of crisis,innovation, and foster entrepreneurial spirit of innovation. |
