The national performance management is originated from the western civil service system, during the industrial revolution, for seeking to maximize, entrepreneur, management scholars on how to inspire the employee motivation, mining potential employees, thus enhances the enterprise benefit is hard and study of unremitting, performance management has gradually matured, the target management, incentive theory series performance theory. In the opening of China’s reform and opening up, the performance management is introduced into enterprise management. From the fusion of traditional Chinese culture, and the influence to the performance management practice, performance management has many years of development has become an important means for enterprise strategic landing, inspire the employee activity.However, in the concrete implementation process, performance management has not been very good to solve the problem of localization, did not achieve the function and effect of early introduction of the expected. Although the establishment of performance management and evaluation index system has been mature, but the enterprises tend to ignore the process and model of performance management. The lack of performance management process and mode of reasonable and effective choice, it makes the performance management becomes a mere formality, the overall quality and dynamic performance management needs to be strengthened.In this paper, the author used in quite a long period of time in the human resources management in power supply enterprise, familiar with enterprise performance management. According to the development of enterprises in recent years, the study of performance management implementation and Countermeasures of the problems of power supply enterprise. This paper described the first meaning and ideas of the research, and briefly summarizes the research methods and the basic framework, this paper based on the related theories of performance management, to sort out the model and process of performance management. Secondly, this paper analyzed and studied the current situation of performance management of A Power Supply Bureau, find out the problems in the face of enterprise performance management. Analysis and Research on these problems based on performance management, put forward to solve the bottleneck of ideas through the mode and process innovation.
