The re-engineering of Procurement Procedure, is a kind of enterprise's transform established in America in earlier 80's. It is based on enterprises' long term strategy, centered as re-designing of value-added procedure, and it emphasizes the utilization of information technology and establishment of reasonable business procedure, to enable the enterprises to fit the enhanced competition in the market and environmental change in the society. As is known to all, after 90's of 20 century, most of enterprises have realized that there should have a profitable and efficient procurement dept. if they want to be successful in the competition locally as well as globally. GE former CEO Jack Welch ever stated: We just started an important transform, Internet will change the business mode forever, change any single relationship, between business people, between consumers, between suppliers and among all these three. Sales channel will change, procurement mode will also change.
