| Oil industry is the economic lifeline for the development of a country. As supporting material foundation for the development of the oil industry--oil company material plays an important role in the safe, smooth and efficient operation of enterprise. As the Southwest oil and Gas Field Company faces the objective situation is getting grim, production and operation difficulties increase, it’s rapid development is limited. Material procurement is an important part of enterprise management, it’s risk also gradually increases. Therefore, it is very important to study the material purchase risk control. This paper used the objective of internal control as the guiding ideology, combined with the related content and research method of company strategy, and company governance, and internal control and risk management, first analyzed Southwest Oil and Gas Field Company material purchase demand characteristics,, then sought the problem and the formed causes of oil material procurement, and deeply analyzed the key business processes of procurement plans prepared, supplier select, procurement price negotiations, procurement contract implementation, tender management, material quality control, information systems security and procurement practitioners professional ethics about Southwest Oil and Gas Field Company. The identified risk was scientific estimated and classified, and used for a basis to formulate the corresponding risk control measures. These measures have reference meaning in oil enterprises internal control and comprehensive risk management work. |
