During the public speech delivered in his visit in Japan in the November of2009, President Obama officially addressed that U.S.A will join in the TPP (Trans-Pacific Partnership Agreement) negotiation, Which meanwhile, in March of2010, participated in the first-round general accession negotiation. Return to Asia is obviously a core target of the diplomatic policy of Obama Administration, the statements and emphasis on Asia-Pacific zone by current administration can be found every where in its important policies and documents. Since2009, U.S.A have becoming more proactive on the Asia-Pacific multilateral mechanism, such as APEC, ASEAN and ARF, and it have also push forward the establishment and operation of TPP, and accession to TPP is a significant adjustment of Obama Administration in its diplomatic policy. TPP is established as a high quality and standerd free-trade area featured with zero duty, intellectual property protection, labor force and environment protection.The Asia-Pacific policy of U.S.A is attempting to balance between trading exchange expansion and security system reinforcement, and to enlarge the trading exchange with Asia-Pacific countries is an important economic policy for U.S.A government. In the respective of economics, the Bush Administration ended with a huge economic burden, which push the Obama Administration, from its beginning on stage, has to strengthen the exportation of trading to Asia-Pacific countries. In the APEC summit forum of2009, President Obama stressed in his speech that the economic development in Asia-Pacific Region was closely linked to the domestic economics of U.S.A, and he reminded the Asia-Pacific countries, that the economic recession of U.S.A would eventually influence the Asia-Pacific region in a negative way, therefore, the Asia-Pacific countries should open their market one step further and increase the importation from U.S.A, at the same time, the vigorous economic growth of U.S.A would promote the overall economic growth in the Asia-Pacific region as well, which, in the end, would establish a positive linkage relationship.With respect to the regional security, all the bilateral alliance system of U.S.A in the Asia-Pacific Region was established in Cold War to against the expansion of communism. However, entering the Post-Cold War era, with the transition of China and the collapse of Soviet Union, the common security threat within the region has dispeared or eased, the Asia-Pacific alliances of U.S.A seemed to be not so necessary to the U.S.A strategy and so urgent to the national security. Meanwhile, with the fast economic development of China, the Aisa-Pacific countries have been proactive to develop the Chinese market, which gradually reduce the influence of U.S.A is this region. Therefore, U.S.A has to stress the regional conflicts, and remind its allied nations of the security crisis in the Aisa-Pacific region, and latters can only have the security with the intimate cooperative relation with U.S.A.
