With the continuously release of Chinese refined oil retail market, the emphasis of competition will focus on service, and the information systems management is the crucial area to improve service. As the leading of CNPC and Sinopec in the domestic refined oil retail market, lots of refined oil retail enterprises have started to issue the fuel card, aimed at through the electronic of refined oil retail, such as IC card to replace the traditional cash, gasoline coupon payment, to implement electronic payment and transaction data automatic acquisition, to improve the standard involved with management level and service level of gas station, to enhance market competition ability. In this article, through the comparing and analyzing of, the development status of home and overseas fuel card, the advanced management and marketing strategies, comparing the card business between the CNPC and Sinopec group, seriously researching the status of fuel card business in PetroChina Sichuan sales company, the problems in the marketing of fuel card, and the factors that influenced the marketing of card business. Based oil and gas marketing theory, with the basic rules of the modern service industry, contrasting the marketing tool, manner and the effect of promotion both here and abroad that commonly used in the fuel card business, combining the actual situation with a series of theoretical knowledge that concerned with marketing management and performance management, to make the appropriate analysis and selection on the basis of many aspects that included product, price, place, promotion, customers and associated policies. Finally, based on the above research, this article will establish the marketing strategy of fuel card business that suitable for Sichuan sales company, to promote Sichuan sales company further enhancing the core competitiveness of the retail business, to grasp the initiative in the intense market competition.
