With the rapid development of Chinese society and economy, as well as China’s integration into the global economy, the situation and tasks China Customs facing are also undergoing profound changes. Facing the new situation and demands, China Customs must build up a scientific and efficient strategic-performance management system to continuously examine and adjust their development strategies, so as to play to strengths, improve disadvantages, avoid risks, seize opportunities, and accomplish organizational mission and vision. For this purpose, applying the Balanced Scorecard theory as research framework, the paper conducts an in-depth study on China Customs’strategic-performance management.Firstly, the author reviews the development of the Balanced Scorecard to clarify its basic framework and core concepts, so as to establish a theoretical framework and a research path for subsequent analysis. Then, the author studies the feasibility of public-sector using the Balanced Scorecard in strategic-performance management. Given the differences between the public sector and the private sector, the author carefully studies on creating a Balanced Scorecard for public sector in order to lay the foundation for the application of Balanced Scorecard in China Customs.Secondly, the author conducts the research on the application of the Balanced Scorecard theory in China Customs. By reviewing the existing system of China Customs, the author analyzes the status and problems of China Customs strategic-performance management and demonstrates the necessity for China Customs to apply the Balanced Scorecard theory. On this basis, combined with the actual characteristics of China Customs, the author proposed Customs Balanced Scorecard principles and implementation methods.The fourth chapter is the focus of this article which consists of six parts, including the development of strategies, planning strategies, collaborative organizational units and employees, operational planning, monitoring and learning, as well as inspection and adjustment. The author analyzes the closed-loop system of the Customs’ strategic-performance management applying the Balanced Scorecard step-by-step. The focus of this chapter is the analysis of strategies which China Customs should take and how China Customs could solve the problem of strategy localization by applying the Balanced Scorecard to set goals, targets and programs of action systems. Finally, the paper analyzes the obstacles which hinder Customs successfully to apply the Balanced Scorecard.During the researching process, the paper focuses on the planning and implementation of overall strategy of China Customs. The index system is derived on this basis, taking into account the factors of results and drivers, the factors of long-term interests and current interests and the factors of internal situation and external environment, which beyond the plight of indicators conflicting with each other, as well as the plight that indicators cannot support the final visions.In summary, the Balanced Scorecard, as a mature management tools, has been widely used and achieved good results in the business community and many domestic and foreign public sector. Therefore, carrying out the study of the Balanced Scorecard in China Customs will enhance the overall management level of the customs and help to solve the practical problems encountered by China Customs in the process of reform and development, such as strategy and implementation, checks and services, specifications and efficiency.
