Enterprise strategy performance management designed based on the balancedscorecard is a new development of the current management, because it can makeenterprises to cope with the change of external environment, meet the requirements ofoperation, so as to realize strategic objectives of enterprise.S company as a state-owned enterprises which is engaged in general contractingconstruction business, in the face of challenges and pressure of new round ofconstruction enterprise structure adjustment, the original performance managementsystem has failed to support the development of strategy, reward mechanism out ofline, superior and subordinate are difficult to reach agreement, management systemhave some barriers and a series of problems, management system and a series ofproblems, unable to provide effective support for the company’s fast steadydevelopment. Using SWOT analytic method to clear the company’s advantage anddisadvantage, opportunities and threats, then determine the company’s strategy, anddraw the strategy on the basis of the strategic map. According to the financial,customer, internal processes and learning and growth four dimensions, the companystrategic objectives determine the corresponding layer performance indicators. Andconduct performance indicators layers of decomposition, according to the targetidentification table and fishbone diagram to determine departments’ performanceindicators, layer index combining the employee’s job description and postresponsibility to determine the personal performance evaluation form, will eventuallylet strategy fall to the ground. Performance appraisal as a central part of theperformance of the system implementation, In strict accordance with companyexecutives, the corporate sector, the project manager and staff to determine eachgroup’s group identity and appraisal cycle assessment index weight, so that theimplementation of assessment for local conditions.While the performanceevaluation results be applied, together constitute the S Company based on theBalanced Scorecard strategic performance management system.At the same time, need to take some security measures to ensure the smoothimplementation of balanced scorecard. This article from two perspectives oforganizational support and system support make seven suggestions, the balancescorecard needs full participation, also requires constant communication. Constructing a learning organization is the culture guarantee for the sustainable development.Superior’s commitment and support is also vital. Process reform makes strategicinformation transfer more smoothly, and reduce the operating resistance, theimprovement of the corresponding compensation, training and promotion system, canimprove the staff’s enthusiasm, and makes the balanced scorecard plays a proper role.Perfect the information system makes the balanced scorecard change numerous tobrief, and existing problems be clear at a glance. These measures and the balancedscorecard constitute company S strategic performance management system based onbalanced card. Based on the Balanced Scorecard strategic performance managementsystem will effectively promote S corporate performance improve, enhancecompetitiveness and achieve rapid and steady development.
