Research On Strengthening The Administration Of Origin By Customs From The Perspective Of Holistic Governance

As the competent authority of Origin, Customs is mainly responsible for preparation work of national FTA negotiations, making rules of Origin, and supervision on the Origin during the Customs clearance at ports. With in-depth development of economic globalization, pacing structural adjustment of global industry, and increasing regional and bilateral economic cooperation, the rules of Origin itself has evolved from a purely technical means to an instrument of implementing national trade policy and diplomatic strategy. The Origin issue has been more complicated, that pushes Customs in front of new supervising risks and challenges to the old convention of management. And compared to CCPIT, AQSIQ and other relative agencies, Customs could not fully play a dominant character in the field of the Origin administration. There is an urgent demand to effectively improve the performance of Customs’Origin administration and properly resolve the problems or failures like false declaration, lack of cooperation on checking and supervising, and data exchanging.Holistic Governance Theory claims that government agencies must cooperate closely with each other in order to avoid departmental parochialism, and they must fully integrate their objectives, means and resources to effectively address the real needs of the public. Based on the analysis of Origin’s political, policy, foreign, coordinate characteristics, the Empirical and case analysis of the supervising risks and the existing limitation of the management and the introduction of foreign management experiences guided by the theory, the theoretical and practical study of Customs management of the Origin presents the guiding significance of the theory to the management of Origin. Finally, combined with the core concepts of Holistic Governance theory such as integration, cooperation, trust, institutionalization, database, public service, result-orientation, Customs will try some improving measures to call for more resources and unite agencies together for advanced management of the Origin.
