Under the background of the increasingly fierce global economic integration,cross-border e-commerce has gradually emerged in our field of vision,which has led to the emergence of some emerging formats,such as "Hai Tao","Hai Dai" and"Cross-border Communication".The emergence of cross-border e-commerce has made the desire to "buy the world at home" a reality and greatly facilitate consumers compared with traditional purchasing.Cross-border e-commerce mainly uses Internet online transactions.Its trading model is multi-dimensional and open,with the characteristics of hidden and diversified trading process.Cross-border e-commerce in Chengdu has grown rapidly in recent years.But the existing supervision mode and methods of Chengdu Customs are relatively lagging behind.The supervision process is characterized by multiple departments and multiple processes,it causes "fragmentation" of the entire regulatory system.This directly lead to some new problems in the supervision of Chengdu Customs,which have restricted the healthy development of cross-border e-commerce in Chengdu.Holistic Governance is a new model of government management which is compatible with the Information Age.It is mainly aimed at the“fragmentation”caused by the current public management model.It emphasizes,integration and collaboration,and plays a role in coordinating multiple organizations and multiple actions.Holistic Governance theory has became effective for solving various problems in the field of public administration since the 21st century.Based on the perspective of Holistic Governance,this paper first summarizes the current situation of cross-border e-commerce supervision of Chengdu Customs and points out the problems existing in the current supervision work.Second,the reasons of the problem were deeply analyzed,including the“fragmentation”of the supervision system,the lack of an information communication mechanism,the lack of supervision responsibility and the imperfect construction of the public service platform.Finally,from the perspective of holistic governance theory,the requirements of regulatory changing and the supervision path optimizing of cross-border e-commerce supervision of Chengdu Customs are proposed from the aspects of coordinating supervision mechanism,integrating regulatory information resources,improving public service platform,strengthening supervision responsibility and cultivating professional talents.
