Energy is known as the "blood" of modern industry and the lifeblood of the economy of countries in the world. With the rapid development of economy all over the world, energy appears increasingly scarce in the current and future. Countries compete with each other worldwide for ensuring the energy security. As oil has an important impact on the world economy, politics and war, it gradually becomes a non-negligible factor in contemporary international politics and international relations, which will affect the evolution of world political and economic pattern to some degree.The Caspian Sea, as the birthplace of the modern oil industry, witnessed the ups and downs of its modern oil industry. In Soviet era, The Soviet Union and Iran jointly controlled the Caspian Sea, thus preventing other international forces setting foot in the Caspian Sea. The disintegration of the Soviet Union provides the background for the international parties competing in the Caspian Sea, opening up unlimited possibilities of the evolution of pattern in Caspian Sea and the world.After the collapse of the Soviet Union, oil and gas resources in the Caspian Sea has become a strategic variable on the world’s energy market, once again arousing the concern of all countries in the world. Countries around the Caspian Sea have implemented the "oil country" policy and made use of oil and gas resources to get rid of the poor political, economic situation faced in the early days of independence, then become the fast growing and stable area respectively in economy and politic. On the other hand, littoral countries around the Caspian sea take advantage of its energy to seek balance between various external forces, aiming to improve the international status, which will change the world’s economic and political domain.Seated in the geopolitical "heart" and also the "heart" of the world petroleum and natural gas as well, The Caspian Sea attracts international oil giants and main countries to launch into the Caspian Sea area. American, EU, Japan, China, as the representatives of the international powers, and the regional powers, such as Turkey, India carry out the fierce competition with regard to the delimitation of Caspian Sea, the exploration of oil and gas and oil and gas pipeline issue in the Caspian Sea region.The development of oil and gas resources makes the Caspian Sea shine like a dazzling star in the international economic pattern, and gradually expands its effect on the international oil market, accelerating the structure evolution of "center----periphery" of the world oil situation. With a variety of international forces competing in the Caspian Sea, it has become one of the most densely populated regions where all kinds of international forces participate in the Caspian Sea region, also the most intense area where international countries and regional powers compete fiercely, and a new focus in the international political pattern.The cooperation in oil and gas field between China and Caspian sea is necessary and potential, and China has accumulated basis and experience in oil and gas development with participation in the Caspian Sea. In the new period of constructing "the Silk Road Economic Belt", China should carry forward the spirit of the "Silk Road", participate in development of oil and gas in the Caspian Sea by new ways, and strengthen bilateral or multilateral exchanges in new forms, thus contributing to China’s energy security.
