With the new round reform of pension insurance system about institutions, staffs of agencies and institutions should follow state regulations to effectively fulfill payment obligations, in order to enjoy the corresponding pension benefits, which marks the "pension dual system" has ended. After the reform started, organizations and institutions and enterprises of the same pension system models and policies that can effectively resolve the treatment of persons of similar enterprises gap widening conflict, to better reflect the system is fair and equitable rules. But the problem is that the attendant, agencies and institutions of the pension replacement rate will be greatly reduced, optimizing the structure of the security system and in order to maintain the overall level of treatment is not low, an important idea of the reform is to build a security system of combining with basic old-age insurance and occupational pension. Promotion and implementation of occupational pension in line with China to establish a multi-level pension system’s purpose, as an important supplement to the basic pension insurance, not only to reduce the state’s financial burden, but also play an important role for institutions to attract and retain talented people. And a good occupational pension scheme, should be able to combine with the personnel management system, which reflects the emphasis on equitable distribution of income requirements, but also more fully reflect the staff at institutions throughout his career in the labor contribution to further enhance public officials incentive.Firstly, development status of foreign occupational pension analyzed and summarized results of occupational pension deficiencies exist, as well as learn from the successful experience of annuity market abroad, combined with our existing policies and regulations, in accordance with an embodiment of annuity framework, designed to meet the nature and characteristics of the institution occupational pension schemes, occupational pension scheme covers the scope of participation of specific personnel, financing and distribution, personal account management, equity attributable way, fund management, method of calculation and payment the conditions of payment of remuneration and other aspects of the specific content.
