Since the reform and opening-up,with the establishment of socialist market economic regime and development,public institutions in China have carried out all-wave reform in management system,personnel organization,financial affairs,wages and so on.But the pension system,which is an important part of the reformation of public institutions,is still in the stage of exploration.Their progress lag behind the reformation of the basic pension system of those staff in cities and towns.As an important part of the entire social pension system, the reformation and development of social pension of public institutions in China not only have connection with realization of more than 30,000,000 staffs social security rights in public institutions,but also relate to reformation progress and sustainable development of the basic pension system in China.In January 2009,Ministry of Human Resources and Social Security of China issued "public institutions' staff pension system reform program", it requires Shanxi, Shanghai, Zhejiang, Guangdong, Chongqing five provinces and cities to preparations for the job.However, from the specific content of reform, basically followed the method of companies' pension. So we may have the following questions: Why should the public institutions' staff reform the pension system? Why does the public institutions' pension system reform is a step in the companies' pension? What effects will have? How better to ensure the institutions staff's treatment of pension? To solve these problems,the paper is divided into the following sections to start on:ChapterⅡis the basic pension system for synthesis of economic theory. Because both the institutions, businesses or other groups, their pension systems must follow the basic economic theory. The social security system as the crux of the most basic pension system, the generation and development is closely with the social security system linked to the evolution and, therefore, the early pension system theory and the theory of social security are often intersect each other through. However, with the latter the world of the social security system and gradually grow and improve, as well as pension system for understanding the specificity of the more profound study of the economic theory gradually reflect the professionalism of their own, new research point of view, research methods emerged.
