Pension issue has become a general hot topic of relevant groups and scholars. The reason is, firstly, with the advent of an aging society, more and more people are approaching retirement or join the ranks of retires, these stakeholders crowd are naturally interested in retirement benefits. Secondly, business and government pension systems coexist for a long time, which cause those differences in pension system, obviously unfair. To ease the pressure on government expenditure and promote social equity, the State Council decided to reform the institutions of pension system in January 2015. With the "Decision on PSU reform the staff pension system bodies" (January 3, 2015) and the introduction of "occupational pension organizations and institutions approach" (April 6,2015), the pension insurance regulation began a new round of reform. The main content of the reform is that from October 1,2014 the establishment of occupational pension for its staff which based on pension insurance. Occupational pension is the supplementary of pension insurance, which has important significance for the establishment of a multi-level, sustainable pension system and the promotion of rational flow of human resources. In this context, the research of occupational pension is very important for institutes and institutions.From the occupational pension theory, this paper put forward some suggestions which based on the analysis of occupational pension system in our country’s development situation, and for the real problems of occupational pension combined with foreign public officials occupational pension system. In addition to the introduction, the paper is divided into four parts. First, starting from the basic concept of occupational pension, the paper describes its types and characteristics, at the same time, combined with economics, management science, and social security-related content, the paper analyses the theoretical basis of occupational pension system. Second, from the historical perspective, it reviews the development of the pension insurance system in our country’s situation. Third, the paper analyses a series of problems after initial establishment of occupational pension at one by one. Fourth, the paper constructs the solution combined with the current reality of our occupational pension issue.In the original background of occupational pension, the paper analyses seriously the problems faced by occupational pension, and puts forward suggestions and countermeasures to solve those, which hopes provide reference for establishing a more rational and comprehensive occupational pension system.
