In the critical moment of economic and social transformation, the change of institutional transition speeds up the public demand, social transformation at the same time also makes the scale rapid expansion of public demand. Facing various pressure in the process of transition, such as income distribution gap in short supply, employment difficulty, social security system, etc., not only increased the number of public demand for the quasi-public goods, but also for its expanding group categories, items, types of diversification. Groups for Quasi-public goods gradually grow into a strong and vulnerable group, and the differentiation of intensified has been brought into public focus on that the demand for quasi-public goods as to disadvantaged groups.Therefore, with the increasing demand for quasi-public goods, the government faces a new problem to satisfy the public demand for the quasi-public goods.In the process of accelerating economic and social development, the scale of the public goods supply is expanding, but still showed a series of problems. 1. The demand for the residents of quasi-public goods is growing, but the government’s overall level of supply is hard to meet people’s needs. 2. The supply of government in education, health care and other basic supply field of quasi-public goods is insufficient. 3.The supply between the urban and rural of public goods is not fair.The cause of this phenomenon is that the supply of quasi-public goods subject is too single(mainly provided by the government), forming the monopoly of the supply mode; On the other hand the government provide quasi-public goods area is too wide. Government as the executor of the managers and policy lacks direct contact and communication with people, so the government cannot have a comprehensive understanding of quasi-public goods. As a result, government providing quasi-public goods is not the best choice. Because of speeding up technical innovation and institutional transformation, market shares gradually the intelligent part of the government in providing quasi-public goods. However, failure for government and market in providing quasi-public goods makes that nonprofit organization is providing quasi-public goods, and become a force for can not be ignored.Public bicycle is chosen as representative of quasi-public goods in this article, for its typical features——a certain degree of exclusiveness. First, I chose literature survey method explaining relevant concepts from three aspects —— connotation, characteristics,the providing way. Then I analyze the number of decision-making rules, the way of raising money of quasi-public goods. On the basis of the theoretical preparation, using case empirical approach, I analyze the operation mode of the Beijing public bicycles. In the early stage, Beijing learned the experience of failure of public bicycles in the early stage, summing up the causes of failure seriously, and assimilating the experience of domestic and foreign outstanding case, which proposed the supply mode of public bicycle services.
