| After Central Urbanization Conference on December2003,the NationalUrbanization Plan had been taken initial shape, and formed the core idea of "threevertical and two horizontal", the development of small towns and urbanagglomerations. City Changsha has basically formed the pattern of urban centers andsmall towns simultaneous development, initially achieved the goal of advancingpopulation and space urbanization together. Now City Changsha has stood at a newbeginning, turned into the new development stage of urbanization with restructuringdevelopment, intensive development, health development, equitable development.Faced with the huge demand for funds, local financing platform debt risk, financialrisk, etc. so the complement and innovation of financing strategy of Changsha newurbanization becoming the significance of this article.Firstly, the article analyzed the construction status, development trends,investment and financing difficulties; Secondly, estimated the supply and command offunds for Changsha new urbanization, then obtained the results of funding gap inChangsha new urbanization’s investment and financing, what’s more, designed rationalways of balanced funds; Thirdly, through the aspects of overall design ideas, diversepool of capital investment and financing mode, lease financing mode, capital marketinvestment and financing mode to design investment and financing mode of Changshanew urbanization, and based on the typical case of Dayao Town, Huaminglou Town,Changsha Hexi pilot area to design investment and financing mode; Finally, putforward supporting policies to promote investment and financing of Changshaurbanization reasonable and balanced running, which included built a "four in one"investment and financing platform, promoted private funds to invest in theconstruction of the new urbanization, supported the marketization of investment andfinancing of new urbanization construction, improved and perfected the modernfinancial service system. |
