Analysis On The Influencing Factors Of Farmers' Participation In Social Endowment Insurance In Guanzhong Area Of ​​Shaanxi Province

In order to mitigate the social pension of rural residents and to reduce the risks of the elderly in rural place,Chinese government has made the policy for people’s insurance in urban and rural place.This thesis will take the peasants as the research object to analyze the factor that affect whether they participate the insurance or not,to some extent,which is the key point for rolling out the policy.It will be in Weinan.a city of Shaanxi province,as well as those counties,villages and towns which belong to it to investigation.with 500 questionnaires being given out.the reason why we choose Weinan as the investigation city is based on the following:on the one hand,it growth of the elderly and the serious problem of social pension,on the other hand,form the geographical relationship aspect,the author can easily acquire the collected information and has a better knowing the local situation.According to the analysis of the investigation data,what have the significant influence on peasants’choices to decide whether participate insurance or not mostly depend on the elderly’self healthy condition,the number of their children,the satisfaction degree to the publicity of government policy and the service of village cadres,the subsidy under the social old-age insurance policy,etc.It cones to several conclusions that,first of all,the economy restricts peasants participant of social old-age insurance and the economic level differences of peasants in the same boundary are not obvious,secondly,in the rural region of western part in China,the peasants’participation of social old-age insurance depends on self need and the local government’s publicity efforts for the policy,thirdly,it also lies on how much the master the related information and the satisfaction degree to the service quality of grass-roots.fourthly, the publicity efforts of related policy in Weinan region is still not enough.Based on the above research result,to realize the aging security targets of the policy.besides the improvement of policy’s scientific and equity,it should strengthen the publicity part of the basic level handing personnel,pay more attention to effects led by policy publicity,which bring the possibility of peasant’s participation.improve the service quality of the handing organizations,allow full play to positive role of the village cadres during the progress.utilize the available resources and broaden the channels of publicity,combine the "from the bottom to top"and "from the top to bottom ",enhance the communication between government and peasants.
